How Stable is Car Speed to Foot Pressure?

Q: How stable is car speed with respect to small variations in foot pressure on the gas pedal? Does speed go up and down (fluctuate 2-3 mph, like in a sinusoidal curve) over very short time intervals of 0.5 to 1.0 second? Isn't there a speed stabilizer coupled to the gas pedal to take care of small variations in foot pressure?

A: Depends on vehicle. Depends on electronic throttle (hardware & software).
Fluctuate 2-3 mph where (flat, down, upgrade??) It is manufacturer dependent.
