Refresh on Google Chrome

We've recently moved to Google Chrome and everything working fine
REFRESH
simply clicking on the Refresh circle DOES NOT REFRESH if the page has changed
In the upper left of your browser is...
However to clear the cache and truly refresh
you must press on the CTRL key in addition to the refresh!
so far haven't found a way to set the default to ALWAYS refresh a page when pressing the refresh icon
- we had some issues with Firefox so we switched
