Tire Smears in a Sideswipe Collision

What would be your conclusion for the following situation?
- Car 1 and Car 2 are in their respective lanes going straight.
- There is an impact between Car 1 and Car 2
- Car 1 shows no sign of damage
- Car 2 has tire smear marks on it, and also has a few dents
My conclusion is that Car 1 must have turned into Car 2's lane. The reason is that Car 1's tire must have come out of its protective wheel well in order to make contact with Car 2.
Are there any other plausible explanations?
